Finding and riding the bicycle built for you

NEW YORK (Reuters) -?As?fuel prices soar and the weather warms, more adults are rediscovering bicycling as a way to get fit, get around, and rekindle that childhood joy of movement.

Experts say whether you're pedaling down suburban paths, mountain trails or city lanes, taking a few precautions will have you sitting sweet upon your bicycle seat.

"With the tough economy and gas prices rising, suddenly biking seems like this sensible, fun way to get fit," said Peter Flax, editor-in-chief of Bicycling magazine. "It's cheaper than joining a gym. And you can drive your car less."

In 2010, there were 19.8 million bicycles sold in the United States,?up 15 percent?from 2009, according to the National Bicycle Dealers Association, a non-profit trade group.

"The biggest surprise is the growth in big and mid-size cities," said Flax. "Go to a coffee shop or a farmers' market, you'll see many people?who aren't hard core, spandex-clad athletes?using their bikes to get around."

The League of American Bicyclists, an advocacy group, reported that bicycling increased by an average of 36 percent in the 70 largest U.S. cities from 2005 to 2010.

Consequently, Flax said, city biking is getting safer. "Infrastructure changes like bike lanes are on the rise, and people in cars are becoming more patient."

While many a workable bicycle is languishing in a garage or closet, Flax said, before pedaling off into the sunset, or the office, on one, visit the bicycle shop for a tune up and fitting.

"Make sure someone looks at your body. Is saddle at the right height? The handle bars? Someone who has seen hundreds of thousands of people can do a better job than you can do on your own."

If you're in the market for a new ride, Flax says, stick with the specialists.

"Go to a bike shop, not a big box store," said Flax, whose magazine's 2012 Buyer's Guide reviews over 100 bicycles. "Airplane technology has been pushed on to bikes so they are really light and comfortable now."

Another consideration is the ground beneath your wheels.

On suburban trails you want tires wide enough to ride on muck, Flax explained; in the city, the bike should be rugged enough to handle tough pavement; for tooling around the woods, a mountain bike is optimal.

And don't forget the helmet.

"Even at low speeds things can happen," said Flax, who compared riding without a helmet to driving without a seatbelt. "And helmets have gotten a lot cooler looking lately. It doesn't have to be like wearing a giant mushroom on your head."

Bicycling is an effective cardio exercise gets the heart and lungs into shape and exercises large muscle groups, said American Council on Exercise spokesperson Liz Neporent.

"Unlike running or walking, it takes a lot of stress off the joints," she said. "And it's more of a whole body exercise than you would think. There's a lot of core work, and it's obviously great for working the legs and butt."

Neporent recommends supplementing bicycling with strength or resistance training, and urges beginners to start slow.

"You can't undo 10 years of sloth with one workout," she said.

Flax said a brisk ride can burn 500 to 800 calories in an hour, and with the wind in your hair.

"The advantage of biking is how much fun it is," he said.?"Compare it to being on a stair climber for 40 minutes."

Legal Theory Blog: Legal theory Lexicon: Intention

Introduction

Was it intentional? Did he intend to kill? What were the original intentions of the framers of the United States Constitution?

"Intention" is an important concept for legal theory. On the one hand, "intention" figures prominently in theories of criminal law and tort law. On the other hand, constitutional theory is interested in the idea of "the original intentions of the framers" and statutory interpretation sometimes looks to the "intentions of the legislature." ?This post provides a very rough and ready introduction to the idea of "intent" and related notions of "intentionality" for law students (especially first year law students) with an interest in legal theory.

A Note on Terminology

Legal theory is most concerned with "intentions" of the ordinary sort:?"The defendant intended to kill"?or?"The Framers intended 'commerce' to exclude 'agriculture' in the commerce clause."--uses like these involve the ordinary legal use of "intention." There are, however, two related philosophical concepts that might be confused with this sense of intention. Philosophers use the word "intentionality" to refer to the ability of mental states to represent things, properties and states of affairs: in this special sense, the category of "intentional mental states" is very large--including perceptual mental states for example. And philosophers also have a more technical concept of "intensionality"--spelled with an "s" rather than a "t" after the second "n"--that is used to refer to an important logical feature of words and sentences. A sentence is an intensional context if its truth value is sensitive to the substitution of referentially equivalent descriptions:don't worry, the jargon will be explained!.? Ordinary intentions exhibit intentionality, intention sentences are intensional--hence the potential for confusion.

Actions Are Intended Under a Description

Jane hears a knock on the door and sees someone in the uniform of a package delivery company with a package. She invites the person in. She does not know that the person she has invited into her home is "the Westside rapist"--a serial rapist who disguises himself as a delivery person. If we ask her, did you intend to let "him" in, her answer will depend on the description we give. Did you intend to let the man in the delivery uniform in? Her answer will be "Yes." Did you intend to let the Westside rapist in? Her answer will be "No." The lesson of this example is that actions are intentional under a description. The very same individual was both "the man in the delivery uniform" and "the Westside rapist," but Jane's intentions were not the same with respect to the two different descriptions.

Transparent and Opaque Contexts

Actions are intentional under a description. Because of that fact, philosophers say that intention is a referentially opaque context.?Boy, that is mouthful. What does that mean??Let's take a context that does not involve intentionality. The sentence "The Westside rapist entered Jane's house" does not involve an attribution of an intention. And we can substitute a different description for "Westside rapist" without affecting the truth value of the statement. Assuming that the Westside rapist did enter Jane's house and that his name was Norman Heathcliff, then all of the following statements would be true:

The Westside rapist entered Jane's house.--True. Norman Heathcliff entered Jane's house.--True. The man in the delivery uniform entered Jane's house.--True. The man on he porch entered Jane's house.--True.

We can substitute any description that refers to "Norman Heathcliff" and the truth value of the sentence is unaffected. A sentence that has this property is called "referentially transparent" or "an extensional context."

Now, let's go back to intention. Suppose that Jane lets the man into her house, but does not know that he is the Westside rapist or that he is named "Norman Heathcliff." Truth value now will vary depending on how the man is described :

Jane intended to let the man in the delivery uniform into her house.--True. Jane intended to let the Westside rapist into her house.--False. Jane intended to let Norman Heathcliff into her house.--False. Jane intended to let the man on the porch into her house.--True.

But the four descriptions all refer to the same man. Because you cannot substitute referentially equivalent descriptions into expressions of intentions, we say that such expressions are "referentially opaque" or that they are "intensional" contexts. (Notice again that intensional was spelled with an "s".)

The distinction between opaque and transparent contexts is fundamental to the philosophy of language, and this distinction figures prominently in philosophical writing about "intention."?This may all sound a bit abstract, but this distinction is worth mastering. If you don't know it, you will not be able to follow any really sophisticated discussion about intention.

What difference does the distinction between referentially transparent and opaque contexts make to the law?? That's a big question, but here is one example. Some theories of constitutional or statutory interpretation assert that questions about the applicability of a legal rule can be settled by reference to the intentions of the authors of the statute. One line of attack on this view focuses on the question whether a collective body (e.g. a legislature or constitutional convention) has intentions in the same sense as does an individual. Putting that objection to the side, the distinction between opaque and transparent contexts can be used to build a different sort of objection. Suppose that we have only one legislator, Rex, and that Rex enacts a legal rule. Now a judge, Solomon, must apply the rule in a case where the meaning of the rule is either vague or ambiguous. Can Solomon simply apply the rule as Rex would intend? In some cases, the answer to this question may be "yes," but not in all.?Why not??Because Rex may have intended the rule to apply to the case under some descriptions of the case, but not under others.?Boy, that's abstract. Can you make your point more concrete?

Consider this example. The same Congress that enacted the 14th Amendment's equal protection clause also segregated the schools of the District of Columbia. Suppose that this Congress had the following two intentions: (1) Congress intended that the equal protection clause should prohibit discrimination on the basis of race, and (2) Congress intended that the equal protection clause should not prohibit segregation of the public schools. Now suppose that we believe a third thing: segregation of the public schools is discrimination on the basis of race. Given this situation, the "intentions of Congress" cannot directly settle a particular case, e.g.?Brown v. Board of Education. Under one description, Congress would intend that the case should be decided for Brown; under another description, Congress would intend that the case should be decided for the Board. Both descriptions are true of the case.

Of course, I haven't developed this objection or the possible responses in a deep or thorough way. There is lots more to say. But the point is this. Legal rules are the product of intentional actions. Like all actions, lawmaking is intentional under a description. This means that statements about legislative intentions are referentially opaque. But when we apply a legal rule to a fact situation, we can describe the facts in many different ways. (A vast number of descriptions can refer to any particular legal dispute.) If intentions are to be used to as the basis for interpreting legal rules, it cannot be on the basis of a theory that says only, "Decide the case as the intentions of the lawmaker require." More will be required to make such a theory work.

Intention and Foreseeable Consequences

Does "intending an action" make a difference to either moral or legal responsibility? The distinction between intentional and unintentional action certainly seems to be important to both tort law and criminal law. Tort law differentiates between intentional torts and torts based on negligence or strict liability. Criminal law involves what is called?mens rea?or the "mental state" that is an element of the crime. In ordinary morality, we differentiate between intentional infliction of harm as more culpable than mere negligence.

Most law students encounter the problem of foreseeable but unintended consequences in both criminal law and torts. Consider the following examples:

    --Example One: Ben has a gun. He aims at Alice and shoots, hoping to kill her. Her death was what he was trying to accomplish.

    --Example Two: Carlos plants a bomb under the bridge. He wants to destroy the bridge, but he also knows that when he triggers the bomb Dawn is on the bridge right over the powerful bomb. Carlos regrets that Dawn died, and he had hoped that by some miracle Dawn would live.

    --Example Three: Edgar is holding Francis and Gertrude captive. When Edgar's demands aren't met, he executes Francis. Edgar regrets that he had to do this, but he believes this is the only way that he will be able to intimidate Francis and Gertrude's employer into paying a ransom for Francis.

    --Example Four: Harry shoots in the air on New Year's Eve. The bullet goes up and comes down, killing Ingrid. Harry did not intend to kill anyone, but he did recognize that there was a small risk that his bullet might strike and injure or kill.

In all four cases, we can say that one person killed another: Ben killed Alice, Carlos killed Dawn, Edgar killed Francis, and Harry killed Ingrid. But each case differs with respect to intentionality:

    In example one, Ben intended to kill Alice and her death was his end.

    In example two, Carlos intended to blow up the bridge and Dawn's death was a foreseen and very likely consequence of this intentional act, but Carlos did not directly intend to kill Dawn.

    In example three, Edgar intended to kill Francis, but her death was a means to a further end--payment of the ransom.

    In example four, Harry did not intend to kill Ingrid, but his intentional act foreseeably resulted in her death.

Are these cases alike or different? Morally or legally? Of course, those are big questions, but we can make a little progress on them. Cases one, two, and three are usually considered to be indistinguishable so far as culpability is concerned: in all three cases, the actor intends the death of the victim. Case four is usually considered to be distinguishable from cases one, two, and three: case four involves negligence which may be culpable but is not as blameworthy as intentional killing. Case two--where the Dawn's death is foreseen as highly likely but is not desired--is sometimes said to involve "oblique intention." Even though the death in case two was not directly intended, it is nonetheless the natural and foreseeable consequence of the intended action (blowing up the bridge while someone is on it).

Trolley Problems

In all four cases described above, the action that results in death is clearly wrongful. But that is not so clear in the famous "Trolley Problem"--first posed by Philippa Foot.? Here is a statement of the problem:

A trolley is running out of control down a track. In its path are 5 people who have been tied to the track by a mad philosopher. Fortunately, you can flip a switch which will lead the trolley down a different track. Unfortunately, there is a single person tied to that track. Should you flip the switch with the result that one will die instead of five?

Most philosophers agree that it is morally permissible to flip the switch. The philosopher and legal theorist John Mikhail has done a series of experiments that confirm that most ordinary people agree. If you pull the switch, you act intentionally and you cause the death of the one person. Now consider a second problem, "Organ Harvesting":

You are a surgeon performing elective surgery on a healthy person. Five other patients are on the verge of death, but could be saved if you killed your healthy patient and harvested her organs. Should you kill your patient?

Almost everyone (except perhaps some hard-core act utilitarians) agrees that killing the patient is morally impermissible. Both cases involve causing the death of one to save five. But in the "Trolley Problem," you do not directly intend the death; in the Trolley problem, you may hope that through some miracle the one person escapes death. In "Organ Harvesting," on the other hand, the surgeon must intend the patient's death. The organs can only be harvested if the patient is killed. Perhaps it is the?intention to kill?that makes the difference to our moral intuitions.

Our discussion of the Trolley Problem has been very brief and superficial. For more, you can?follow this link. For our purposes, the point of the trolley problem is to suggest that?intention?is potentially important to questions of culpability.

Warning?

As with many topics in the?Lexicon, we have only skimmed the surface.? Experts on intentionality in philosophy and criminal law theory would surely disagree with some of what I have said and would have much more to say.

Conclusion

Every legal theorist needs a basic mastery of "intention." But this is a very deep topic. If you are drawn to the theory of criminal law or the theory of torts or to constitutional theory or statutory interpretation, you will want to know more about "intent." Hopefully, this entry will get you started.

Del Norte students trying to raise $10000 to fight cancer - Pomerado ...

When Del Norte sophomore Olivia Gastaldo was 10 years old, she was diagnosed with chronic myelogenous leukemia, a rare form for one her age, she said.

Now the 16-year-old has been named the Leukemia & Lymphoma Society San Diego/Hawaii Chapter?s ?Girl of the Year.?

In addition to speaking at events to raise awareness, she and her fellow Del Norte Nighthawks will be trying to raise $10,000 next week as part of the campus? ?Global Awareness Week? to help the society that years earlier helped finance a clinical trial that benefited Gastaldo.

Instead of an expected treatment of chemotherapy, she became part of a clinical trial that tested Gleevec, a new medication in pill form that was approved for adults but not yet tried on children.

Because of that, Gastaldo said she is now living a typical teenager?s life ? going to high school and playing three sports a year, even though for the rest of her life she will likely have to continue her five-pills-a-day cancer treatment to keep her leukemia under control.

She called the medication her ?miracle drug? because ?I live a perfectly normal life that is nothing out of the ordinary? and it prevented her from experiencing cancer treatment side effects like hair loss. For the first two years she often experienced leg cramps and her skin became a shade lighter, but other than that her side effects have been minimal, she said.

?Technically, we cannot say (leukemia) is ? in remission, because I still have it in my system,? she said. ?It is suppressed.?

On Monday, March 12, Del Norte students will watch a 10-minute public service announcement in homeroom that explains Gastaldo?s cancer experience.

On Tuesday, March 13, students will be asked to donate at least $10 to support the Leukemia & Lymphoma Society and invited to attend optional assemblies in the school?s performing arts center. There, doctors and researchers will share the latest news in their fight against cancer.

Those who donate at least $20 will receive wristbands or T-shirts (not determined by press time).

The fundraiser is open to the public, who can bring donations to the school office, 16601 Nighthawk Lane in 4S Ranch, or make a donation at www.mwoy.org/sd.

During lunch on Wednesday, March 14, students will be encouraged to create personalized cards of inspiration for patients at Rady Children?s Hospital, which is where Gastaldo was hospitalized when she first became ill six years ago.

As for the week?s final two days, on Thursday, March 15, Del Norte?s Invisible Children Organization will host optional assemblies featuring the documentary ?Kony 2012.? It tells the story of ?invisible children? in Uganda who were abducted and forced to become child soldiers.

On Friday, March 16, the Del Norte Do Something KIN Club is organizing a food-packing event in which an expected 300 volunteers will assemble 20,000 meals for the hungry in San Diego County, Haiti and Tanzania. It is in conjunction with Friends & Family Community Connection.

Gastaldo said besides raising awareness of LLS, her campaign will inspire her fellow students. ?A lot of kids my age do not think they can make a difference, but they can when they volunteer their time,? she said.

Principal Greg Mizel said he was very impressed with Gastaldo?s experience when she shared it with him and asked for the school?s help with her campaign. Getting involved with such efforts, he added, assists Del Norte staff with their mission to make students other-centered, future focused and globally aware.

He added that had it not been for funding of the trial medication, Gastaldo?s life could have been very different, which is why financially supporting LLS is important.

?(LLS) is a great society that has helped a lot of people,? Gastaldo said. ?I am first-hand proof.?

House Bill 1192 empowers an emergency manager appointed by the Indiana Distressed Unit Appeals Board to reduce spending, cut payroll and renegotiate contracts without first obtaining the consent of elected officials.

The emergency manager could not raise taxes, but would hold power until the financial distress was resolved.

State Sen. Ed Charbonneau, R-Valparaiso, sponsored the legislation because he said the state's property tax caps have put significant financial pressure on local governments.

"At least we now have an option for a local unit of government that really needs help, and recognizes they need help, to get it," Charbonneau said.

The House approved the legislation, 96-0. The Senate vote was 48-1.

A bizarre orange goo that invaded and baffled a remote Alaskan village and caught the world?s attention last year has been identified. Despite occasional conspiracy theories and Internet speculation, it was both nonalien and nontoxic. But beyond that, nobody really knew what to make of it. Until now.

Researchers from the National Oceanic and Atmospheric Administration (NOAA) first believed that the weird goo was created by millions of tiny crustacean eggs, with fatty oil seen through the transparent egg sacs causing the curious orange color. Upon closer analysis, the scientists changed their diagnosis, saying that it was actually a mass of spores from a type of fungus called rust ? named so for its distinctive orange color ? though in a quantity and location never before seen.?

But part of the mystery remained: the scientists were unable to positively identify the exact species of rust fungus; the sample they tested did not match any comparison samples, nor anything anyone there had seen. What could it mean?

It might mean that the weird ooze was some undiscovered species of rust fungus. Or it could mean that the sample was not unknown, but instead simply didn't happen to match anything in the NOAA database. After all, NOAA's specialty is oceans and the atmosphere, not fungal microbes. For that, you need a mycologist ? a botanist who specializes in fungi. Indeed, conclusive identification came from a collaboration between the American and Canadian Forest Services.

Writer Jennifer Frazer covered the strange story on her ?Artful Amoeba" blog for Scientific American, and reported that the mystery had finally been solved: "the identity of the rust has been revealed at last. It is the Spruce-Labrador Tea Needle Rust, Chrysomyxa ledicola, a parasite of both spruce trees and a rhododendron ? a flowering woody shrub common to conifer understories the world over ? called Labrador Tea."

It's not the first time that millions of tiny living things have caused a massive mystery. In 2010, a bizarre, 4-foot (1.2 meters) brown-and-yellow blob discovered in a lake in Newport News, Va., caused a commotion and made national news. Some thought it was a monster; others suspected an alien or even a movie prop. In a twist reminiscent of the Alaskan goo, the mysterious aquatic blob turned out to be a bryozoan, a colony of tiny animals that eat algae.

It's not entirely clear why the fungi and bryozoans in these cases appeared in such remarkable quantities, but there's no doubt that they are perfectly natural phenomena.

President Obama unveils housing initiative

President Obama today unveiled his administration's latest plan to tackle the housing crisis, announcing new mortgage relief for U.S. military personnel and homeowners with government-insured loans at his first news conference of the year.

Obama told reporters at his 19th solo White House news conference that he is not satisfied to "sit by and wait while the housing market hits bottom," casting himself as a president in charge of the recovery.

The president's plan lets borrowers with mortgages insured by the Federal Housing Administration refinance at lower rates, saving the typical borrower roughly $1,000 a year, according to the White House.

Such a step will "make refinancing even more attractive to families," Obama said, noting that it was akin to a tax cut for U.S. families.

While the president called for Congress to act on his broader mortgage refinance plan, he emphasized that the steps he announced today require no congressional approval.

The president also announced relief for military personnel forced to sell their homes for less than the amount owed because of a permanent change in their station.

"It is unconscionable," Obama said, that members of the armed forces and their families have been some of the most susceptible to losing their homes because of the actions of unscrupulous banks and lenders.

Service members will receive refunds if they were wrongfully denied the opportunity to reduce their mortgage payments through lower interest rates. In addition, any military personnel wrongly foreclosed upon will be compensated for lost equity, plus interest and $116,785.

The president's news conference today came as voters head to the polls in 10 GOP "Super Tuesday" contests.

"Now, I understand there are some political contests going on tonight, but I thought I'd start the day off by taking a few questions, which I'm sure will not be political in nature," Obama quipped.

It was not the first time the president sought to counter-program the Republican primaries. He gave a fiery speech touting his bailout of the auto industry and criticizing his Republican rivals for the presidency last Tuesday, the same day as the Michigan and Arizona primaries.

It has been five months to the day since the president's last formal, solo, White House news conference.

Stuart Langridge was a poster boy for the Canadian military. The triathlete and mountain man competitor served in Bosnia and Afghanistan, where he won two commander's coins.
He was rated as a "superb" soldier in performance reviews and fast-tracked for promotion, acing tests for advancement to master corporal, according to his father, Shaun Fynes.
But after returning to Canada, Langridge fell into a spiral of post-traumatic stress, heavy drinking and cocaine use. He hung himself at Canadian Forces Base Edmonton in 2008.
Today, Langridge is a poster boy for the Canadian military's seeming indifference to the many men and women in uniform who struggle with the trauma of war, said Fynes, who lives in Victoria.
"They just pushed him right over the edge. After Stuart died, everyone ran for cover," Fynes said.
Despite six suicide attempts, the military didn't offer Langridge adequate treatment, he said. Medical records show his son was afraid to talk about his trauma because he feared career ramifications.
And when he checked himself into a rehab clinic for his substance abuse, the military ordered him to leave before the treatment was finished. Ten days later, he was dead.
"They are callous and don't care about the young men and women once they are through with them," said Sheila Fynes, Stuart's mother.
"We gave them a whole person, and they gave us back a dead son."
After two years of complaining about how the military did little to help their son and bungled other aspects of his case, Defence Minister Peter McKay and General Walter Natynczyk, the Chief of Defence Staff, both expressed partial apologies to the Fynes in 2010 - though Natynczyk defended the care Langridge received for his post-traumatic stress and substance abuse.
The Military Police Complaints Commission will start a hearing into the case in March.
Stuart Langridge's story is an example of a growing but partially hidden problem among Canadian soldiers returning from Afghanistan: substance abuse caused by post-traumatic stress.
Many soldiers are turning to substance abuse as a form of self-medication because of the lack of treatment options. PTSD is hard enough to cope with on its own. But combined with substance abuse, it's often an extra-lethal mix.
During the Vietnam War, studies found one in five U.S. soldiers had become addicted to heroin. And two times more Vietnam vets reportedly died from suicide than the number of U.S. soldiers who died in combat.
But despite precedents like this, the Canadian military has long underestimated the extent of the problem, according to critics, and it has been slow to offer adequate treatment for traumatized soldiers with substance abuse issues. That's left existing services inundated with demand for help.
Just one in three of soldiers who had major substance misuse symptoms after serving in the Afghanistan mission were getting treatment, according to a 2010 Canadian Forces survey.
"The resources in place have been overwhelmed," Shaun Fynes said.
His wife, Sheila, agreed. "There are so many families with problems similar to ours."

Tim Laidler served as a soldier in Afghanistan in 2008. Like Langridge, when he returned to Canada, he found himself struggling with posttraumatic stress and started drinking heavily. "It numbs the pain. We call it self-medication," he said.
Laidler didn't think he had a problem. A friend eventually suggested he attend a session of the Veterans Transition Program, a University of British Columbia-based program that offers group therapy sessions to soldiers coping with trauma. The program was created with funds from the Royal Canadian Legion.
It was only at the session that Laidler realized he had operational stress injury. (OSI is a broad category that includes post-traumatic stress disorder, milder anxiety disorder and depression.)
The program helped him find a new purpose in life - counselling other veterans. He became its operations director and is now studying for his master's degree in psychology.
About one in three of the program's clients have full blown addiction issues - mostly related to alcohol, but also cocaine and pot.
"The overwhelming majority (of the program's clients) have said they used alcohol to self-medicate," he said.
"You often find them burning through their money in bars. That's the saddest part. They're spending their money on alcohol instead of saving for a home. They say, 'I'm so stressed out, I just need this break.'"
The UBC program is one of the few to offer group therapy to soldiers anywhere in Canada and to address substance abuse issues. Some other programs turn soldiers away if they have problems with substance use.
Due to the heavy demand, Laidler is now working to turn the program into a nationwide non-profit, with similar group therapy offered to soldiers in Halifax, Edmonton and an as-yet-determined location in central Canada. The number of spots in Vancouver will also be doubled.
The program gets no money from the Defence Department. It has applied for funds from the military but has yet to hear back.
But even if the expansion goes ahead as planned, the program will only be able to accommodate about 100 soldiers per year.
That appears to be a drop in the bucket compared to the need. The actual rate of drug use in the military isn't clear because soldiers are reluctant to admit using due to possible legal and career repercussions.
Only 2.4 per cent of Canadian troops who served in Kandahar had been diagnosed with substance abuse disorder, according to a Canadian Forces study released last November. (On the other hand, over 17 per cent of troops were diagnosed with a mental health disorder resulting at least in part from their mission.)
Laidler said that number severely under-represents the problem. It takes into account only active soldiers who access Canadian Forces mental health services and were diagnosed with a disorder. Not counted are exsoldiers and those whose substance problems don't qualify as a "disorder."
Also, many soldiers wouldn't risk coming forward in the first place. "There is a huge incentive to hide any issues as being flagged with an addiction is a career stopper," Laidler said.

"Also, confidentiality around medical issues like addiction is not the same as in the civilian world. The military can and does end people's careers based on medical issues like addiction or losing a limb."
Another Canadian Forces survey in 2009 found that one in six soldiers themselves admitted to using drugs in the previous 12 months.
Also, one in four Canadian Army soldiers said they had worked with troops known to be taking illegal drugs in the past year, the survey found. And of soldiers age 18 to 29, one in three said the same thing.
Heavy drinking was an especially big issue. One in two male Canadian Forces members and 30 per cent of women reported drinking more than the recommended maximum of two drinks a day, the survey found. (That's higher than the rates in the Canadian population - 20 per cent for men and 8 per cent for women.)
The military occasionally does random drug tests in an effort to fight substance use. But Shaun Fynes said soldiers know about them beforehand and have time to stop drugs to let them leave their system.
"It was all a big joke. When the drug tests come in, it was supposed to be a big secret, but the nature of the military is that everyone knows," he said.
Wayne Johnson is the captain of a Canadian reserve unit who is now on medical leave due to operational stress injury from serving in Bosnia.
"I dealt with death and dying for two years," he said. "I started to hit the wall and couldn't fall asleep."
Johnson became addicted to NyQuil to help him sleep.
He was eventually able to overcome his addiction on his own and later founded and become director of WoundedWarriors.ca, a non-profit that supports Canadian troops with OSI.
He agreed that the Canadian military underestimates the rates of substance abuse in its ranks. "If you take 10 guys with OSI, it would be fair to say five have a substance abuse problem. Our number is much higher than the Canadian population," he said.
Dr. Greg Lubimiv is on the
front lines trying to keep up with the demand for treatment. He is a psychiatrist and executive director of the Phoenix Centre for Children and Families in Pembroke, Ont.
The centre provides mental health services to children and their families, including addiction treatment. Many of its clients are military families stationed at nearby CFB Petawawa.
Demand for the centre's ser-vices has exploded. In 2006, it had 10 to 12 military families on its caseload at any one time. It's 100 today. Yet, the centre hasn't received any increase in funding to cope with the growing demand.
Military spouses and children also struggle with stress issues when their parents experience trauma in war, leading to more substance abuse among both soldiers and their family members, Lubimiv said.
"Unfortunately, that's their way to manage pain and distress," he said.
Laidler said the demand will only increase for Canadian vets because substance abuse and OSI often take several years to develop.

"The next five years is the most crucial for returning soldiers," he said.
In Victoria, Sheila Fynes agreed. "The problems they will see have hardly even begun."
She says she wants to publicize the military's handling of her son's situation to try to help other military families in a similar situation.
Some are afraid to challenge the military because they fear losing survivor benefits, she said.
At one point, Fynes said, the military sent Langridge to a treatment centre for substance abuse, but Langridge turned out to be the only soldier at the centre. Most of the other clients were welloff youngsters who couldn't relate to his combat trauma. "I'm not going to talk about my stuff from Afghanistan with those kids," he told his parents.
Problems continued even after Langridge died. The military lost his will and didn't tell his family about his suicide note for 15 months. It also made numerous errors on his death certificate that took $12,000 in legal fees and a year and a half to correct before the family could settle Langridge's estate.
Shaun Fynes believes his son would be alive if the military had given him better care. "He was self-medicating because he wasn't getting proper treatment," he said.
"We lost our son, and they were totally negligent. The soldiers are just not getting the help they deserve."
